Cuomo's amendments also include the recommendations of his Medicaid Redesign Team, which on February 24 proposed $2.3 billion in cost-saving measures.
One flashpoint in the Medicaid plan is a cap on some medical malpractice awards. "These proposals will create a financial windfall for negligent hospitals, incompetent health care providers and their insurance companies," said Joanne Doroshow, executive director of the Center for Justice and Democracy, a consumer group.
